Ralph Holland, deputy assistant secretary for acquisition and project management for the Energy Department’s Office of Environmental Management (EM), plans to retire at the end of December.
Holland, who assumed responsibility for the EM Consolidated Business Center in Cincinnati in August 2015, has served in a number of management posts within DOE over the past 22 years. The EMCBC provides technical and business services across the department’s nuclear cleanup complex.
Holland informed his staff of his retirement plans on Tuesday. When contacted by email Wednesday, he confirmed his pending retirement but declined further comment.
In his current role, Holland oversees a staff of about 175 people and an annual budget in excess of $1 billion. Before he joined DOE, Holland served in management jobs for the Defense Logistics Agency, which provides combat support services worldwide for the Department of Defense.
At DOE, Holland has been a frequent speaker at conferences concerning contractor issues across the department’s roughly $6 billion-per-year environmental management complex.
Holland holds a bachelor’s degree in management from Antioch University and an unlimited warrant as a U.S. contracting officer.
Energy Department officials declined comment on Holland’s planned departure. One industry source predicted Wednesday that Holland’s tasks would, initially at least, be distributed among several DOE staff members.
