The Department of Energy this week issued seven Basic Ordering Agreements for the treatment of Low-Level Waste and Mixed Low-Level Waste. Included among the seven BOAs are: Babcock Services, Environmental Dimensions, EnergySolutions, Omega Consultants, Perma-Fix Environmental Services, UniTech Services Group, and Waste Control Specialists. Each BOA covers a five year period with no associated option period, but each company will still be able to compete for future fixed price task orders and/or indefinite quantity task orders with fixed-unit-rates placed against these BOAs for all eligible services listed on their individual BOA, DOE said. DOE issued the solicitation for the BOAs in March because the current set of Indefinite Delivery/Indefinite Quantity-type contracts for waste treatment services ends this month.
Work under the BOAs is to be performed at DOE facilities under federal cleanup and remediation activities. According to a DOE release, “DOE Offices (including the National Nuclear Security Administration, Laboratories, and Project Offices), DOE Prime Contractors and Subcontractors to DOE Prime Contractors, performing environmental cleanup services for DOE, are authorized to place task orders under these BOAs.” The work includes the treatment of LLW and MLW as well as the treatment of liquid and solid Toxic Substances Control Act (TSCA) regulated waste, such as polychlorinated biphenyls (PCBs) and asbestos. The BOAs also include: Treatment Storage Disposal Facility (TSDF) Authorized Release for Directed Disposal including Bulk Survey for Release (BSFR), Alternative Disposition Strategies (e.g. Restricted and Unrestricted Recycling/Reuse), Low Activity Waste (LAW) Services, and Ancillary Services such as waste storage and support in establishing authorized release limits.
