DOE CONSIDERING CONSOLIDATION OF HUMAN CAPITAL, IT SERVICES

The Department of Energy is looking to make changes to its human capital and IT services that could result in a greater consolidation from the field to DOE headquarters. Among the proposals under consideration, according to officials familiar with the discussions, is the shift of some human capital functions from DOE’s field sites to a new set of service centers that would be created and report to headquarters. According to a DOE official, the Department has recently completed an internal study to identify efficiencies for human resources operations. “The analysis is helping to inform continued improvement of the agency’s HR operations across headquarters offices as well as site offices and the Power Marketing Administrations,” the official said this week.

The DOE official said, “As part of this broader effort, the Office of the Chief Human Capital Officer has established a cross-departmental team that includes representatives from the different HR servicing offices as well as representatives from headquarters program offices, site offices and the Power Marketing Administrations. The team will develop a plan for improving HR management and performance that uses both shared services and on-site HR expertise, while ensuring the Department has the talent and resources it needs to fulfill its missions.” The official also added, “The Department is also in the midst of conducting a similar study of its IT operations.”
