The Energy Department has chosen Spectra Tech, among six total bidders, for a $31.6 million contract to manage Nuclear Regulatory Commission-regulated spent nuclear fuel storage facilities and licenses for four to five years, according to an announcement this week from DOE’s Office of Environmental Management. The contract will encompass management and operation of the Fort Saint Vrain Independent Spent Fuel Storage Installation (ISFSI) in Colorado, management, operation, and oversight of the Three Mile Island-2 (TMI-2) ISFSI facility at the Idaho Nuclear Technology and Engineering Center, and management of the Idaho Spent Fuel Facility license.
The contract will incorporate firm-fixed-price, indefinite-delivery/indefinite-quantity, and cost-reimbursable elements, and includes a four-year base period with a one-year option, according to the award announcement. Specifically, the contract will cover services for operations, physical security, general infrastructure—such as utilities and communication services—maintenance and execution of worker safety and health programs, occupational medical programs, DOE’s Integrated Safety Management System, emergency management, quality assurance, radiation protection, waste management, safeguards and security, information management, records management, property management, training, radiological environmental monitoring, natural gas and oil monitoring, radioactive effluent control, preparation of technical evidence to support license renewal for TMI-2, support of NRC or DOE inspections, and support for information requests.
DOE-EM did not respond this week to a request for a complete list of bidders.
