The Energy Department’s Office of Environmental Management had a busy Thursday on the procurement front, announcing three contract awards worth nearly $150 million.
The biggest award by far was a contract worth almost $137 million over up to five years to a Professional Project Services (Pro2Serve) subsidiary, Enterprise Technical Assistance Services (E-TAS), for technical support services for the Portsmouth/Paducah Project Office.
The Oak Ridge, Tenn.-based winner, which was chosen from seven proposals, will replace separate incumbent support services contracts held by Pro2Serve, Restoration Services, and Strategic Management Solutions, the Environmental Management Consolidated Business Center said in a press release. The incumbent contracts, awarded as three small business agreements in 2013, are all scheduled to end on Sept. 30.
The Restoration Services contract was valued at $51 million, as was the Pro2Serve contract; the Strategic Management Contract was for $45 million, an Energy Department spokesperson said via email.
The new agreement entails a time-and-materials contract line item number (CLIN) with a firm-fixed-price CLIN for transition. It also has an indefinite-delivery, indefinite-quantity element for firm-fixed-price task orders.
The technical support contract has a base of three years, which includes a 60-day transition, and an option for two additional years.
The Energy Department issued its request for proposals in July 2017. Representatives for the incumbents were among about 50 people who registered for an information session on the contract last year.
“We are really pleased with DOE’s confidence in us as demonstrated by this award,” a Pro2Serve spokesperson said by phone Thursday.
A DOE spokesperson declined to say if debriefings are planned for the bidders.
Under the new contract, the Pro2Serve affiliate would provide all Portsmouth/Paducah Office sites with technical and administrative support; various technical engineering functions; information technology infrastructure; and other services. This includes serving the Portsmouth Site in Ohio, the Paducah Site in Kentucky, and the operations office in Lexington, Ky.
Maryland Tech Firm, Virginia Cyber Firm Get One-Year Contracts
Separately, the Cincinnati-based EMCBC announced Ijamsville, Md.-based Edgewater Federal Solutions had been awarded a $3.5 million Environmental Management Information Technology Support Services contract.
The 12-month time-and-materials-type contract involves critical information technology support services for Office of Environmental Management headquarters in Washington, D.C. That includes expert advice, assistance, and the ability to respond rapidly to information technology management issues. Edgewater Federal Solutions will also support capital and strategic planning, records management, EMCBC, and the Environmental Management correspondence center.
Edgewater has previously done business with DOE, the Justice Department, and the Nuclear Regulatory Commission, according to the company website.
Finally, Fairfax, Va.-based Cyber Security Professionals was awarded a 12-month, $5.2 million time-and-materials-type contract for operations including supporting EM in managing various aspects of its information security program for cybersecurity and information protection at Environmental Management headquarters, the Consolidated Business Center, and field site facilities.
