DOE ANTICIPATES BROOKHAVEN LAB RFP IN EARLY 2014

The Department of Energy plans to release a Request for Proposals for its Brookhaven National Laboratory contract competition “in the January-through-March 2014 timeframe,” the Department said yesterday as it announced that it was seeking Expressions of Interest from companies interested in the procurement. Expressions of Interest are due by 5 p.m. Oct. 2, and an “informational” meeting and “windshield” tour of the laboratory is scheduled for Oct. 17. DOE said it will hold a preproposal conference and site tour about two weeks after the RFP is released.

DOE’s plans to release an RFP in early 2014—and forego a draft RFP—would give it time to award the contract before Brookhaven Science Associates’ existing deal expires on Jan. 4, 2015, and yesterday it said it expected to award the new contract in the first quarter of Fiscal Year 2015. It said it anticipates a two-month transition period and a five-year base contract with up to 15 additional years that could be earned through award-term incentives. “DOE expects that this competition will result in improved contractor performance and cost efficiencies for BNL,” DOE said. “The successful offeror will be required to provide the intellectual leadership and management expertise necessary to manage, operate, and staff BNL and to accomplish missions assigned by DOE.”
