Decision on Portsmouth/Paducah Tech Services Expected Soon

The Energy Department could by the end of this month issue a revised decision on a consolidated technical support services contract for the Portsmouth/Paducah Project Office (PPPO), a source said Tuesday.

The source said DOE could take one of several steps: reaffirm its initial award of a five-year, $137 million contract to a Professional Project Services (Pro2Serve) subsidiary; pick a different winner; extend the three existing piecemeal contracts; or scrap the current procurement effort and start from scratch. Based on his estimates of DOE timelines, the source said to expect some sort of action by Nov. 29.

After the June award to Pro2Serve, rival bidder Strategic Management Solutions (SMSI), which also holds one of the three existing individual contracts for the work, filed a bid protest in July with the Government Accountability Office. The GAO on Aug. 13 dismissed the SMSI protest after the Energy Department indicated it planned to make corrections to the award.

Then, on Aug. 20, the DOE extended the existing Pro2Serve contract for technical support services at the Paducah Gaseous Diffusion Plant in Kentucky from Oct. 1, 2018, until March 31, 2019. Similar stopgap extensions were also issued to RSI EnTech at the Portsmouth Gaseous Diffusion Plant in Ohio and SMSI at PPPO headquarters in Lexington, Ky.

The Energy Department has sought to replace the three current site contracts with one umbrella agreement for administrative support, information technology infrastructure, technical engineering, and other work.
