Responses to the National Nuclear Security Administration’s (NNSA) request for proposals for the Sandia National Laboratories management and operations contract were due Wednesday. The agency did not offer information about the proposals – particularly the names of the bidding companies and the number of bids received – but said it expects to make a selection by the end of this calendar year.
Lockheed Martin subsidiary Sandia Corp. currently holds the contract, which expires on April 30, 2017. The Sandia sites in Albuquerque, N.M., and Livermore, Calif., employ a total of approximately 10,000 workers and have a yearly operating budget of about $2.9 billion. The new cost-plus-fixed fee Sandia contract would feature a four-month transition followed by a five-year base period and up to five one-year extensions, with all fixed and award fees yet to be determined, according to the RFP.
Lockheed Martin and a team led by Boeing and Battelle are the only contractors so far that have announced their bids for the contract. Others that previously responded to the draft solicitation but have not made clear their intentions include Bechtel, BWX Technologies, and Fluor. Bechtel and BWXT spokespeople declined to comment this week on whether their companies had bid for the contract, and an individual familiar with the contract competition process said Fluor did not submit a bid.
