Fiscal Year 2015 is still a month away, but Consolidated Nuclear Security is making preparations for what’s likely to come: a Continuing Resolution. CNS, the managing contractor for the Y-12 and Pantex nuclear production facilities, issued preliminary guidance to employees this week to help get fiscally ready. “CNS expects to begin FY 2015 under a continuing resolution. While under a CR only incremental funding is provided. It is critical that we manage our cash flow and commitments in such a manner as to maximize use of available funding,” the contractor said in a message to employees posted on Y-12’s internal website. According to that message, the following guidelines will be put in place:
—Procurement actions initiated in FY 2014 that extend into FY 2015, as well as new procurements for FY 2015, should be funded one month at a time. Written exceptions to this guidance will be handled case?by?case basis through the Finance organization;
—Procurement actions for facility leases, like Y?12 Site’s New Hope Center and Jack Case Center, and commodities may be extended on a quarterly basis;
—Procurement actions for staff augmentation subcontractors under Basic Order Agreements do not qualify as commitments and are therefore not restricted; and
—General Plant Equipment and General Plant Projects should be phase-funded to the maximum extent possible.
Consolidated Nuclear Security said more information would be provided to employees as the appropriations situation becomes clearer.
