The exact amount of carryover funding available during the government shutodwn is different at each DOE site, but the Department declined to provide details on how long sites and programs could continue to operate normally under the shutdown. “In case of a shutdown, the Department will be able to operate for a short time if there is a lapse in appropriations. The exact amount of time would vary by program,” a DOE spokesperson said in a written statement. While the NNSA would retain hundreds of federal employees, DOE’s Office of Environmental Management would see bare-bones operations. EM headquarters has four employees who would be retained under the Department’s Lapse of Appropriations Plan. At the site offices, Savannah River and the Portsmouth Paducah Project Office would each keep eight DOE EM employees. Richland has five excepted employees and the Office of River Protection has three. Idaho, the Carlsbad Field Office and West Valley Demonstration Project would each keep four DOE employees. The Consolidated Business Center and SPRU each have three excepted employees, while MOAB and Oak Ridge have two excepted employees.
