BWX Technologies-led West Valley Cleanup Alliance is starting a four-month transition to a potential $3-billion Department of Energy remediation contract at the West Valley Demonstration Project in western New York state.
West Valley Cleanup Alliance also said in a Thursday press release it is keeping on Jason Casper as president and program manager. Casper holds the top post for incumbent cleanup contractor CH2M HILL BWXT West Valley.
The current contractor, in place since August 2011, is led by a Jacobs company. In September 2024 the government contracting arm of Dallas-based Jacobs merged with Virginia-based Amentum. The new West Valley Cleanup Alliance team consists of BWXT; Amentum Technology and Geosyntec Consultants. In essence the former CH2M/Jacobs team has switched from senior to junior partner in the new remediation contract.
In October 2024, West Valley Cleanup Alliance beat out two other bidders for the new 10-year contract from DOE’s Office of Environmental Management. Contract transition started Monday Feb. 24 and should be completed in late June, according to BWXT.
The three parent companies in the West Valley Cleanup Alliance joint venture are backed up by two teaming subcontractors: Perma-Fix Environmental Services, Inc. and North Wind Portage.
The returning program manager, Casper has 29 years of nuclear experience in the United States and abroad, including stopovers at DOE nuclear cleanup sites including the Idaho National Laboratory, the Paducah Site in Kentucky and the Hanford Site in Washington state.
In its release, West Valley Cleanup Alliance also announced a slate of key managers to help run Phase 1B of the West Valley work.
Peggy Loop is a West Valley manager staying on and leading waste and site work. Loop has 35 years of experience at the West Valley site.
Dan Way joins the West Valley team from the BWXT parent company. Way will be manager of decontamination and decommissioning. A Navy veteran, Way previously led nuclear safety at the Y-12 National Security Complex in Tennessee.
Elizabeth Lowes continues as manager in charge of environment, safety, health, quality and regulations at West Valley. Lowes has 30 years of experience and 20 years at West Valley.
