Billions of Dollars’ Worth of Contract Awards Awaiting Action by DOE Cleanup Office

Contractors serving the Department of Energy’s weapons complex are watching eagerly to see what contract awards are made for a trio of solicitations, including one for a new prime at the Waste Isolation Pilot Plant in New Mexico and multibillion-dollar awards elsewhere in the complex.

Questions were due over the weekend, and proposals are due July 26, on the $100-million Transportation Services contract solicitation by the DOE at the Waste Isolation Pilot Plant (WIPP), according to online documents posted by the Cincinnati-based Environmental Management Consolidated Business Center.

The small business set-aside for WIPP waste haulage, currently held by CAST Specialty Transportation, is one of several requests for proposals (RFPs) awaiting final action by DOE’s Office of Environmental Management.

Meanwhile, the RFP for the biggest prize at WIPP, the potential $3-billion management contract held by incumbent Nuclear Waste Partnership, went out June 2. Questions were due June 12 and the proposal deadline is July 19.

At deadline Monday, there was no word on the award of the potential $100-million Technical Assistance Services contract for WIPP at the Carlsbad Field Office in New Mexico. The incumbent is a North Wind affiliate and the RFP was issued in October.

October was a busy month for DOE solicitations. One of the biggest prizes out there, the potential $21-billion Savannah River Site Integrated Mission Completion Contract in South Carolina, also came out in October. The incumbent is an Amentum-led joint venture, Savannah River Remediation.

Also, last October, a solicitation was released to replace the current $117-million site services contract at the Portsmouth Site in Ohio, currently held by a joint venture of North Wind and Swift & Staley.  

A potential $8.3-billion RFP for remediation at the Oak Ridge Site in Tennessee hit the street in December. The incumbent there is UCOR, an Amentum-Jacobs partnership.

In February, the potential $600-million Moab Remedial Action RFP in Utah was released. The incumbent there is North Wind Portage.
