Bids on DOE Cleanup Tech Services Contract Due by July 20

Vendors have until July 20 to bid on a new consolidated technical support services contract for the Energy Department’s Office of Environmental Management’s headquarters in Washington, D.C., and other EM sites.

The DOE Environmental Management Consolidated Business Center (EMCBC) issued the final request for proposals (RFP) for technical support on June 7. The RFP is designed as a competitive U.S. Small Business Administration 8(a) solicitation, according to the EMCBC press release.

The Energy Department office expects to issue an indefinite-delivery/indefinite-quantity (IDIQ) contract with firm-fixed-price and time-and-material task orders.

To the maximum extent possible, technical support services for EMCBC and EM headquarters are being consolidated, DOE said in a request for information issued in April 2017.

The RFP indicates the winning bidder will provide technical support services in areas affecting security, safety, emergency preparation, construction, decommissioning, demolition, project management, and communications.

More than a dozen contracts, with related task orders, which would expire in 2018 or 2019, are listed in an attachment to the RFP as among those that would be consolidated under the new contract. The list includes technical support for startup at the Integrated Waste Treatment Unit at Idaho National Laboratory and a cost analysis for disposal of Greater-Than-Class-C (GTCC) low-level radioactive waste.

The award will probably be made by Dec. 10, according to the cover letter attached to the RFP.
