Security Contractor Earns About 90 Percent of Available FY 14 Award Fee

Savannah River Site security contractor, Centerra Group, earned about 90 percent of its available award fee for Fiscal Year 2014, according to a scorecard released by the Department of Energy late last month. Centerra, which was known as G4S-Government Solutions, Inc.-Wackenhut Services Incorporated until it was purchased by a private equity firm late last year, earned $4.97 million out of a total of $5.5 million in available award fee. “WSI-SRS has demonstrated an excellent level of performance this rating period, exceeding almost all of the significant award fee criteria and meeting overall cost, schedule and technical performance requirements of the contract,” states a Nov. 20 letter from DOE Savannah River Operations Office Manager Dave Moody to the contractor that covers the second half of the fiscal year.
DOE outlined numerous achievements in its award fee determination scorecard. Those include strong performance during security inspections, successful completion of tactical training exercises and implementation of many of Tactical Doctrine elements “to improve the overall security posture at H-Area,” the scorecard states. Additionally, the contractor “responded to multiple incidents including assisting WSI-SRS LE in the apprehension of a trespasser, identified an uncontrolled wildfire within site boundaries and initiated a rapid and accurate response resulting in the SRS Fire Department extinguishing the fire and preventing major damage to site property or interruption to site operation.” The scorecard also notes that “WSI-SRS was very effective in their response and execution of site security and support activities throughout adverse winter storms resulting in site closure on two separate occasions in January and February 2014.”
However, DOE did note some deficiencies, including “an unusual number of performance failures” during the rating period. Those have resulted in a number of corrective actions and lessons learned bulletins. “The WSI-SRS management team is expected to continue to monitor the progress of all corrective actions for thorough completion and implementation. These performance failures were a key consideration in the determination of the overall performance grade,” the scorecard states. G4S-Government Solutions, Inc.-Wackenhut Services Incorporated declined to comment on FY 2014 fee.
