Fluor Issues RFP for Paducah Refrigerant Disposal

Fluor on Thursday issued a request for proposals for companies interested in managing disposal of 8.5 million pounds of refrigerant left over from uranium enrichment operations at the Department of Energy’s Paducah Gaseous Diffusion Plant.

Fluor is leading the deactivation of the facility, which shut down in 2013.

“Fluor is soliciting industries interested in the resale, reuse, recycle, or conversion of the refrigerant.  Increased weight will be given to Offerors who can provide conversion approaches that not only provide useful products from this R-114 [refrigerant] inventory, but also have a broader application to conversion of other ozone-depleting substances,” the company said in a press release.

The United States halted production of R-114 in 1996 after it was connected to ozone depletion and climate change, Fluor said. “Environmentally friendly and safe technologies and approaches that could be applied to these or other pollutants or environmental challenges across the DOE complex are of particular interest,” according to the release.

Questions on the anticipated firm-fixed-price contract are being accepted through 9 a.m. CST on Nov. 2. Proposals are due by 9 a.m. CST on Nov. 30. The RFP can be found here.
