Full Ownership of Bannister Federal Complex Shifted to NNSA

The General Services Administration and the National Nuclear Security Administration signed a Memorandum of Agreement this week to shift ownership of Kansas City’s Bannister Federal Complex to the NNSA, marking an important step in the redevelopment of the site. Bannister was home to the NNSA’s Kansas City Plant until this year, when the agency moved to a new facility near Botts Road. The GSA and NNSA shared ownership of the 310-acre complex, and the MOA will help facilitate redevelopment of the site, which is being overseen by the NNSA.
The NNSA selected developer CenterPoint Properties Trust to help redevelop the site in 2012, and the company began an extensive site analysis and environmental review of the facility in November. As part of an 18-month study, CenterPoint will perform a site assessment and develop a plan for demolishing obsolete facilities and restoring the property for reuse. In a September report to Congress, the NNSA said CenterPoint estimates that it will take 24-to-36 months and approximately $153 million to demolish and environmentally restore the site as part of a plan that will be tailored to future users. Another $22 million is needed to complete an independent analysis of the site to confirm the estimate, which includes 70 percent “guaranteed maximum costs” and 30 percent estimated costs that need to be validated. A deal with CenterPoint won’t be completed until the analysis is done, the NNSA said.
