The Department of Energy has issued a request for information as an early step toward plans for a Hanford Office of River Protection tank farm contract or contracts for post-fiscal 2018. It described the request as market research, emphasizing that no proposals are being sought yet. In October DOE issued a similar request for information for Hanford Richland Operations Office work, including its central Hanford and groundwater projects, the remaining river corridor cleanup, and support services.
Preliminary planning is being done for the tank farm operations now and no statement of work has been released. The anticipated number of procurements, types of contracts, periods of performance, or amount of funding have yet to be determined, according to DOE. For now it is interested in hearing from companies with specialized capabilities needed for tank farm work and determining whether a portion of the work could be set aside for small and disadvantaged businesses. The department said it is interested in feedback regarding options for innovative approaches to work and also insight into potential contracting alternatives.
The scope of work being considered includes base operations for underground waste tanks, the 242-A Evaporator facilities, the Effluent Treatment Facility, and the 222-S Laboratory. The work also likely would include continued implementation of a chemical vapor worker protection program and maintaining the integrated management strategy between the tank farms and the Waste Treatment Plant.
Tank work would include retrieving waste and installing interim barriers over tanks. Construction projects could involve work from design through operation of a Low-Activity Waste Pretreatment System Facility, a Tank Waste Characterization Staging Facility, and possibly facilities to support direct feed to the WTP’s High-Level Waste Facility. It also could include a storage facility for vitrified high-level waste.
DOE plans to conduct a site tour on March 29 and 45-minute one-one-one information exchange meetings March 30-31. Capability statements from interested parties are due at 12 p.m. EDT April 7.
