The Army Corps of Engineers Buffalo District issued a presolicitation notice this week to help begin the planning for a procurement to award a new contract, expected to be worth up to $100 million over 10 years, for environmental remediation services and ancillary construction to support the cleanup of the Luckey site in Luckey, Ohio. The task order is planned to be set-aside for small businesses, and the Corps expects to issue a solicitation in July, according to the notice.
The presolicitation notice included a draft set of instructions, conditions and notices, as well as a draft set of proposed evaluation criteria. The Corps is currently planning to consider bids for the new contract on four criteria in descending order of importance—technical approach, past performance, key personnel, and management/organization approach. Each factor will assist the Government to ensure the selected Offeror meets the program goal – to safely and efficiently remediate the Luckey Site in accordance with the Record of Decision. At a minimum, each factor must be rated ‘Acceptable’ or ‘Satisfactory/Unknown Confidence’ in order for an Offeror to be eligible for award,” the draft document says.
The Luckey site served as a beryllium production facility by the Brush Beryllium Company (later Brush Wellman) under contract to the Atomic Energy Commission between 1949 and 1958. In 1951, the site received approximately 1,000 tons of radioactively contaminated scrap steel to be used in proposed magnesium production at the site, according to the FUSRAP website.
