After final RFP, DOE to interview key personnel of West Valley bidders in person

In a return to pre-pandemic practice, the Department of Energy said last week it will vet management teams in person for the next $3 billion cleanup contract at the West Valley Demonstration Project in western New York.

In a special notice, DOE’s Office of Environmental Management said it would hold its oral interviews and problem scenario exercises for key executives in person, rather than remotely.

In addition, when DOE issues its final West Valley request for proposals (RFP), possibly in December, it will consider bidders’ related work experience over the past five years, rather than four.

Those are among changes outlined in the DOE procurement office’s Oct. 16 special notice.

“Based on the oral and written feedback provided by industry, DOE is hereby providing notification regarding changes to the draft” RFP that are anticipated to be included in the Final RFP, according to the notice.

DOE issued the draft RFP in August and then hosted representatives from more than 30 companies in pre-solicitation meetings Sept. 21-22. The agency is looking for a remediation contractor to carry out  Phase 1B of cleanup. The incumbent team, Jacobs-led CH2M-BWXT-West Valley, began its contract, currently valued at $989 million, in August 2011. The current contract is scheduled to run through February 2025.
