James Biggins is now listed as the acting general manager of the Defense Nuclear Facilities Safety Board, according to an organizational chart released late last week.
Biggins has served as a special assistant to the chair of the Defense Nuclear Facilities Safety Board (DNFSB) since September 2018 and has also served as general counsel and acting general counsel at the board at various times since September 2016, according to his LinkedIn profile. Before that he worked for nearly 10 years in legal roles at the Nuclear Regulatory Commission.
Biggins is filling a role created by the December departure of the DNFSB’s general manager Glenn Sklar. Sklar, a longtime federal employee who has been with DNFSB for a number of years, departed the agency Dec. 19, according to a spokeswoman for the board.
Joyce Connery was appointed chair of the DNFSB last week by President Joe Biden. The DNFSB has no actual regulatory authority but provides outside analysis and recommendations to the Department of Energy for its nuclear defense properties.
